The question has been raised as to how EHQ can be best utilized to assist in the continuation of City Council (or Town Board) operations. While each organization and community is different in its processes and resources, we've attempted to provide some ideas and options for you here. We are very interested in hearing your ideas, challenges and solutions as we move forward in this "digital first" time.
Some have public television stations or youtube channels already in place, which is great. You should provide a link to those from your Engagement site. You can do that here in the project description or as a custom widget; among many other places. Just add an image with text, highlight the image and add a link to it. This will create a "button" for your residents to click to go from the site to your other resource.
It seems that you are going to need a landing page for your council and then links to individual council meeting dates. There is simply too much information in a single council agenda, for most to do this otherwise and it will keep your reporting and processing clean and tidy.

You can only utilize one Guestbook per page so while this tool is sometimes preferred for policy discussion. Text only is collected so no video or images. Each comment is contained within a rectangle on a two-column page. You can set a text limit per Guestbook response which allows you to mimic the same control that you have with the traditional "2 minutes at the microphone" approach of many council processes.
Yet another option is to use Konveio for policy work. It is a new integration partner with Bang the Table and allows participants to give comment within a document or on top of an image/infographic. You can see it live on the City of Austin, Texas engagement site below and you can do some experimentation on our demonstration site. Just let your Engagement Manager know if you would like to learn more about this or visit our Marketplace.

How to Set Up Internal Landing Page/"Buttons" in a Table Format
Internal Landing Page/ Insertion of “Buttons” or Clickable Images in Table Format
To start, click the table image highlighted below and set up the parameters.
Once you've added the table, put your cursor into the cell where you want to add your image/text. To maintain accessibility: you must mimic any image text above or below the table itself for a reader to pick it up. Highlight the image and click the link emblem to put in your internal URL. Be sure to grab the published URL and not the preview URL from EHQ project page.
To then make the lines disappear on the table, from the admin side of the project, click the HTML emblem. You will have to go into the HTML code for each cell in the table and add the portion of the red-highlighted code below that removes the borders. The width percentage preceding the highlighted code will differ, based on how many cells you choose.
